Davao City has issued Executive Order 36 to reconstitute the Local Truth and Reconciliation Action Committee (LTIA-CAC) and evaluate the performance of barangay peace councils. The order mandates a review of the councils’ activities to identify best practices and recognize outstanding performance. The initiative follows a series of community-led peace initiatives in the city.
The LTIA-CAC, established to promote reconciliation and address past grievances, will now be restructured under the new directive. The evaluation process will involve assessing the effectiveness of peace councils in resolving local disputes and fostering community harmony. Barangays that demonstrate exceptional performance will be rewarded with incentives aimed at supporting their continued efforts.
This move comes after several years of community-driven peacebuilding efforts in Davao City, which has been a focal point for conflict resolution in Mindanao. The city has seen a steady decline in violent incidents since the early 2000s, attributed in part to the work of local peace councils. The new evaluation system is intended to formalize and enhance these efforts, ensuring sustained progress in maintaining social stability.
